تەوەرى دووەم (هەماهەنگى نێوان زانکۆکان و حکومەت) (Working with government)

پەیوەندى نێوان زانکۆ و حکومەت یەکێکە لە گرنگترین پەیوەندییەکان لە کۆمەڵگەی هاوچەرخدا. زانکۆکان ناوەندى بەرهەمهێنانى زانست و توێژینەوەن و، لە هەمان کاتیشدا دەتوانن ببنە فاکتەرێکى کاریگەر لە بڕیاردان و پلاندانانى ستراتیژى لەسەر ئاستى نیشتمانى. حکومەت دەتوانێت سوود لە توانا زانستییەکانى زانکۆکان وەربگرێت بۆ چارەسەرکردنى کێشەکانى کۆمەڵگە و پەرەپێدانى بوارەکانى ئابوورى، تەندروستى، پەروەردە و زۆر بوارى دیکەى تر.

لە ڕووى توێژینەوەوە، حکومەت دەتوانێت بەشێک لە بودجەى خۆى بۆ پشتگیریکردنى پڕۆژەکانى توێژینەوەى زانستى تەرخان بکات. ئەمە یارمەتى دەدات لە دۆزینەوەى چارەسەر بۆ کێشە لۆکاڵییەکان و گەشەپێدانى تەکنەلۆژیاى نوێ کە دەتوانێت کاریگەرى ئەرێنى لەسەر ئابوورى وڵاتدا هەبێت. هاوکات، زانکۆکان دەتوانن لەڕێگەى کارى ڕاوێژکارییەوە پشتگیرى لە حکومەت بکەن لە بڕیاردانەکاندا و پشکنینى سیاسەتە گشتییەکان پێش جێبەجێکردنیان.

ڕاهێنان و پەرەپێدانى سەرچاوەى مرۆیى بوارێکى دیکەیە کە حکومەت دەتوانێت لێوەى سوود لە زانکۆکان وەربگرێت. زانکۆکان توانایان هەیە خولى ڕاهێنان و پەرەپێدان بۆ فەرمانبەرانى حکومەت بکەنەوە و ئاستى پیشەیى فەرمانبەرانى کەرتى گشتى بەرز بکەنەوە.

لە کۆتاییدا، میکانیزمى هاوبەش لەنێوان زانکۆ و حکومەت (بۆ نموونە ناوەندى توێژینەوەى هاوبەش، کۆنفرانس، ڕاوێژکارى و هتد) دەکرێت زامنى دروستبوونى پەیوەندییەکى بەهێز و بەردەوام بێت لەنێوان ئەم دوو لایەنە. گرینگە هەردوو لایەن ڕێز لە سەربەخۆیى یەکتر بگرن و هاوکات هاوکارى یەکتر بن بۆ گەیشتن بە ئامانجە هاوبەشەکان کە بریتین لە خزمەتى کۆمەڵگە و پەرەپێدانى نیشتمانى.

“The relationship between universities and governments is one of the most important relationships in modern society. Universities are centers of scientific research and education, and at the same time, they can be an effective factor in decision-making and strategic planning at the national level. Governments can benefit from the scientific capabilities of universities to solve societal problems and develop economic, health, education, and other fields. In terms of research, governments can allocate part of their budget to support scientific research projects. This would help find solutions to local problems and develop new technologies that can have a positive impact on the country’s economy. At the same time, universities can support governments through consulting services in decision-making and evaluating general policies before implementation. Training and development of human resources is another area where governments can benefit from universities. Universities can provide training and development courses for government officials and enhance the professional level of public servants. Finally, collaborative mechanisms between universities and governments (such as joint research canters, conferences, consulting, and more) can be a catalyst for establishing a strong and sustainable relationship between the two parties. It is essential that both parties respect each other’s autonomy and cooperate to achieve common goals, which include serving the community and national development.
